Luxembourg has strengthened its competition law framework since 2022, giving the Competition Authority (LCA) greater independence and broader powers, yet enforcement remains limited. The absence of a national merger control regime remains a cause for concern, highlighted by the LCA’s first-ever Article 22 EUMR referral in 2024, leading to EU-imposed remedies in 2025. Efforts to introduce a domestic merger law stalled after the Council of State criticised the 2023 draft, prompting plans for a revised bill in 2026.
